– Addressing Central Asia’s intensifying water challenges through partnership with the Kyrgyz National Agrarian University, aiming to advance flood and water resource forecasting and its implementation in society
Aqunia Inc. (Headquarters: Chuo-ku, Tokyo; Representative Director: Satoru Demoto; hereinafter “Aqunia”), a provider of flood forecasting and water resource / climate risk assessment services worldwide, announced that in May 2026 it signed a Memorandum of Understanding (MoU) with Kyrgyz National Agrarian University (hereinafter “KNAU”) of the Kyrgyz Republic, establishing a framework for cooperation to promote joint research on water resource management, flood risk reduction, and climate risk assessment.

Founded in 1933, KNAU is one of the leading national universities in the Kyrgyz Republic specializing in agriculture. Today, the Kyrgyz National Agrarian University named after K. I. Skryabin (KNAU) is the primary scientific and educational platform of Kyrgyzstan in the field of the agro-industrial complex, sustainable land and water resource management, and environmental safety. The University holds a Special Status, confirming its strategic role in ensuring food security, rational environmental management, and the technological modernization of the country. Today, KNAU is a leading multidisciplinary university that combines academic traditions with innovative digital technologies. The University’s educational programs and profiles successfully undergo independent international accreditation for a 5-year period, guaranteeing high-quality training of specialists according to European and global standards.

Meeting held between the two parties on the occasion of the MoU signing (Bishkek, Kyrgyz Republic). Representatives from both KNAU and Aqunia attended.
Background: Strengthening water management and disaster resilience under climate change
In Kyrgyzstan, floods, landslides, and other water-related disasters have been increasing due to the effects of climate change, and disasters are now occurring even in areas where damage had not previously been anticipated. Located at the headwaters of Central Asia, the country depends on glacier and snowmelt to sustain water resources across a wide area including downstream regions. Rising temperatures in recent years have increased the associated uncertainty, making it urgent to address both flood risk and the stable securing of water resources. At the same time, further strengthening continuous hydrological and meteorological monitoring, and establishing a system for future forecasting that makes full use of the resulting data, remain key challenges. Against this backdrop, there is a growing need to combine locally held hydrological data with satellite data, AI, and simulation technology in order to assess rainfall and flood risk under future climate change and to advance water resource management.
About this MoU
In the Kyrgyz Republic, Aqunia has been advancing cooperation with institutions in the country, including signing a memorandum of understanding with a government agency. This time, Aqunia has signed this MoU with KNAU, which holds expertise in water resource management and agriculture, in order to establish a framework for cooperation that promotes joint research toward advancing water resource management and reducing flood risk.
Under this MoU, the two parties will work on the use of local hydrological data and satellite data, technical validation of flood and water resource forecasting simulations, and cooperation with relevant government agencies. By combining KNAU’s hydrological expertise and data together with its network among government agencies, and Aqunia’s satellite data analysis and AI / hydrological modeling technology, the parties aim to advance flood and water resource forecasting in Kyrgyzstan and to put it into practical use in society. Going forward, the parties will work to give concrete shape to their joint research, including through joint applications for international funding.

“We welcome the signing of this MoU. The signing of the Memorandum of Understanding with the Japanese company Aqunia Inc. marks a pivotal milestone for our Department of Land and Water Management and the faculty as a whole. Amid intensifying climate change, glacier melt, and rising flood risks in Central Asia, sustainable water resource management has become a critical priority for our region. Partnering with Aqunia provides our faculty, researchers, and students with unique access to cutting-edge Japanese technologies, including satellite data analytics, AI-driven applications, and advanced hydrological forecasting models. By combining our department’s deep academic expertise and local hydrological data with Aqunia’s innovative tools, we aim to significantly advance flood risk assessment and water management solutions. This collaboration not only strengthens our university’s international research standing, but also establishes a solid foundation for delivering practical, data-driven insights for policy-makers and the agricultural sector in Kyrgyzstan. We look forward to working together so that our joint research leads to outcomes that are put into practice in both policy and the field. We warmly welcome this partnership and look forward to impactful research outcomes that benefit both science and society.”

“We are truly honored to have signed this MoU with KNAU. Kyrgyzstan and Central Asia as a whole are regions that depend heavily on glacier and snowmelt for their water resources, while facing growing flood risks due to climate change. By combining the expertise and networks that KNAU has built up in water resource management and agricultural water use with Aqunia’s satellite data analysis and AI / hydrological modeling technology, we aim to advance flood and water resource forecasting and its implementation in society, and we will do our utmost to contribute to solving the water challenges facing Kyrgyzstan and Central Asia as a whole. We hope this partnership will lead to outcomes that are put into practice in actual policy and on the ground”
Acknowledgments
We would like to take this opportunity to express our sincere gratitude to the Kyrgyz Republic-Japan Center for Human Development (KRJC) for their ongoing support of our activities in the Kyrgyz Republic.
